President Donald Trump held a press conference on Thursday evening to lay out his guidelines for the reopening of the United States as it has largely been shut down due to the coronavirus pandemic. Each of the governors will have authority to determine when his or her respective state will reopen. President Trump’s “Opening Up America Again” plan is laid out in three phases with an intention of mitigating a potential resurgence of the virus and protecting those who are most vulnerable. Certain gateway criteria – such as a steady decline in cases, as well as increased testing and healthcare system capability – must be met in order for each state to begin reopening.
